"Top counters" assumes access to Mega Evolutions, Shadow Pokémon or rare Legendaries at their best moveset. "Budget picks" are strong, widely available options that get the job done without either. Always check the raid boss's exact typing with the Type Chart before building your team — dual-typed bosses can have quadruple weaknesses or unexpected resistances.
